About the report
The report documents what it describes as a systematic campaign by the Egyptian authorities against dissidents and human rights defenders living abroad, from January 2022 to September 2025.
It sets out the forms this takes: denial of documents and consular services, stripping of citizenship, trials in absentia, terrorism listings, digital surveillance and smear campaigns, extradition requests through security cooperation and Interpol, and pressure on families in Egypt.
It closes with recommendations to the Egyptian government, host states and the international community.
Scope and method
The team built an internal database of cases, updated as new documentation came in, and ran a survey and remote interviews over secure channels, with consent and without names.
It tracked public reports about those targeted and their families. A case went in only when evidence from several sources agreed. The report says it describes recurring patterns, not a complete inventory of violations.
Figures from the report’s methodology section.
His role
Ayyash led the research team and is listed first among the researchers in both editions.
